  • Recommendation:

    That South Huron Council approves the Agenda as presented.

  • Recommendation:

    That South Huron Council adopts the minutes of the Regular Council Meeting of May 16, 2022, as printed and circulated.

  • Recommendation:

    That the minutes of the following committees and/or boards be received as presented to Council: 

    - Grand Bend Area Joint Sewage Board - Minutes November 25, 2021 

    - Exeter Rodeo - Minutes March 02, 2022 and Draft Minutes for May 11, 2022

    - Kirkton Woodham Pool Committee - Minutes April 28, 2022 

    - Upper Thames River Conservation Authority - Agenda Package Board Meeting May 24, 2022

Budget Amendment**

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, General Manager of Infrastructure and Development RE: Asphalt Cement (AC) Price increase for 2022 Paving Projects AND;

    That South Huron Council approves an increase in Lavis Contracting Co. Limited contract for Resurfacing Parr Line & Plugtown Line from $948,357.02 (including HST) to $1,117,930.92 (Including HST) AND;

    That South Huron Council approves an “Amendment to the Budget” to increase the capital budget for the Parr Line Resurfacing from $525,000 to $560,074.32 and the capital budget for the Plugtown Line Resurfacing from $420,269 to $446,657.42

    That South Huron Council authorize the use of savings from the Waterloo Street Reconstruction Project in the amount of $61,462.42 to fund the additional costs associated with the asphalt cement (AC) price increase.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, General Manager of Infrastructure and Development RE: Fuel Surcharge for Maintenance Gravel Contract AND;

    That South Huron Council approves an increase in McKenzie and Henderson Ltd contract for the 2022 Provision of Crushed Granular “M” for Road Maintenance from $400,727.95 (including HST) to $416,681.85 (including HST) AND;

    That South Huron Council authorize a transfer of $14,366.99 (non-recoverable HST included) from the Working Fund Reserve if sufficient funds are not available in the Transportation Services 2022 Operating Budget.

Budget Amendment**

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated June 6, 2022 regarding the South Huron Recreation Centre (SHRC) Phase 1 Upgrades Scope and Budget Amendment be received; and

    That after further investigation of the SHRC roof systems, no capital work is required to be incorporated as part of the SHRC Phase 1 Upgrade project; and

    That any proposed roof system future work will be incorporated as part of a future capital budget request; and

    That the replacement of the steel façade on the lower west and lower southern area of the building be added to the scope of the project; and

    That the steel façade on the upper west and upper southern area of the building be coated to match/complement the lower and upper sections being replaced; and

    That the steel work be added to the scope of the project; and

    That the revised budget for the SHRC Phase 1 project be amended to an upset limit of $5,347,000.00; and

    That the existing Infrastructure Ontario debt application be amended to include an additional $818,150.00 in debt financing.

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated June 6, 2022 regarding the South Huron Recreation Centre (SHRC) Phase 1 Upgrades tender results be received; and

    That Tender RFT-SH-2022-RS003 be awarded to Elgin Contracting and Restoration in the amount of $5,518,920.00 including contingency and HST.

Budget Amendment**

  • Recommendation:

    That the report of D. Best, Chief Administrative Officer dated June 6, 2022 regarding the Stephen Arena Construction Update and Budget Amendment be received; and

    That staff are authorized to negotiate an amendment to the original contract entered into with Dicocco concerning the Stephen Arena to include the reconstruction and installation of arena seating, the reconstruction of the Olympia Room and Accessible entrance in accordance with the approved budget amendment; and

    That the foregoing is authorized as a Single Source purchase in accordance with section 17.a)v) or 20.a)vi) of the Municipality’s Procurement By-law 09-2021; and

    That the Stephen Arena Project budget be amended to an upset limit of $2,343,255.35; and

    That the additional $343,255.35 required for the project be drawn from the Recreation Capital Replacement Reserve.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #36-2022, being a by-law to confirm matters addressed at the June 6, 2022 Council meeting.

  • Recommendation:

    That South Huron Council hereby adjourns at ______ p.m., to meet again on June 20, 2022 at 6:00 p.m. or at the Call of the Chair.
