Mayor Cole called the meeting to order at 6:03 p.m.

The Deputy Clerk advised that the purpose of this Public Meeting is to review applications for proposed amendments to the zoning by-laws of the former Township of Usborne and the former Town of Exeter, and to allow interested members of the public the opportunity to ask questions or offer comments with regard to the applications.

It was noted that Council will not make a decision at this meeting. Based on recommendations and information received at this meeting amending by-laws will be presented for approval at a regular Council meeting. A Public Registry is available, if any member of the public would like to be notified in writing of the decision on the applications they are required to provide their name and mailing address on the registry. A person or public body may appeal the decision if they have made an oral submission at this Public Meeting or a written submission to Council prior to the passing of each of the by-laws.

Huron County Planner Smith reviewed her report noting that the purpose of this application is to change the zoning on the retained lands from AG1 (General Agriculture) on the retained lands to AG1-27 (General Agriculture Special Provisions) to prohibit a new residence.  The retained lands also include a portion of land zoned Natural Environment (NE1) that will remain under this zoning.  The retained lands will continue to be used for agricultural purposes.

The severed lands will be rezoned from AG1 (General Agriculture) to AG4 (Agricultural Small Holding) to recognize a residential use in the agricultural area, allowing for an Agricultural Small holding use with a limited number of Nutrient Units permitted on the site.  

The proposed Zoning By-law amendment is a condition of consent #B62/17 and the severed and retained lots must be rezoned as a condition of the approval.

Huron County Planner Smith reviewed her report and noted that the purpose of this application is to change the zoning from Residential High Density Special Provisions (R3-5) to Residential Low Density (R1) to permit a single residential dwelling as the main permitted use. 

The proposed amendment will recognize low density residential uses on the site and permit a future single residential use.  It is the intent of the applicant to construct a single residential dwelling as the main permitted use on the subject lands.
