  • Recommendation:

    That South Huron Council approves the Agenda as amended.

  • Recommendation:

    That South Huron Council receives the delegation as presented from Haskett Funeral Homes Ltd.

  • Recommendation:

    That South Huron Council receives the delegation as presented from Dawn Rasenberg.

  • Recommendation:

    That the minutes of the following committees and / or boards be received as presented to Council:

    • Upper Thames River Conservation Authority - Minutes for August 27, 2019 Meeting and Agenda/Reports for September 24, 2019 Meeting
    • Court of Revision - Minutes from September 16, 2019 Meeting
    • Committee of Adjustment - draft Minutes from September 23, 2019 Meeting
  • Recommendation:

    That South Huron Council separate the motion into separate paragraphs for consideration.

  • Recommendation:

    That South Huron Council receives the minutes of the Committee of the Whole Meeting from September 23, 2019 and the Nustadia Recreation Inc. report of October 3, 2019.

  • Recommendation:

    That South Huron Council accept the recommendation of the Committee of the Whole to provide direction to staff to contact Perth South regarding submitting a joint application to the "Investing in Canada Infrastructure Program" for the Kirkton Pool.

  • Recommendation:

    That South Huron Council defer the following proposed motion until the document is finalized:

    "That the final draft Condition Assessment and Master Plan for Community Recreational Facilities Study as presented by Nustadia Recreation be received"

  • Recommendation:

    That staff be authorized to proceed with submitting a grant application to the “Investing in Canada Infrastructure Program” to meet the intake application submission date of November 12, 2019.

  • Recommendation:

    That the Multi-use Recreation Facility Building program be a design build to an upset limit of $25 million dollars to include a single pad ice arena but be designed to fit a second pad.

  • Recommendation:

    That South Huron Council defer motion 485-2019:

    "That the Multi-use Recreation Facility Building program be a design build to an upset limit of $25 million dollars to include a single pad ice arena but be designed to fit a second pad" and direct staff to report back on the availability of ice in other centres, current year ice usage and projections moving forward.

  • Recommendation:

    That a single gymnasium be included in the design.

  • Recommendation:

    That two multi-purpose program spaces be incorporated into the design, one to include the industrial kitchen located downstairs and one upstairs.

  • Recommendation:

    That the general program space is to incorporate community space, age friendly, youth initiatives and other community events preferably on the main floor. 

  • Recommendation:

    That there is another general space in the design comprised of 15% of the total assigned building space.

  • Recommendation:

    That the building include an indoor walking track around the arena.

  • Recommendation:

    That staff be authorized to seek out any other grant opportunities for this project.

  • Recommendation:

    That South Huron Council defer proposed motion:

    "That direction is given to staff to provide a revised workplan to Council outlining key milestones and next steps, including revised costing for the proposed project."

  • Recommendation:

    That South Huron Council receives the report from S. Currie, Manager of Community Services re South Huron Youth Engagement Strategy; and,

    That, to engage South Huron youth in building the future of their community, Council approves the following action plan:

    1. A Terms of Reference be drafted to establish a South Huron Youth Council for Council’s consideration;
    2. A Terms of Reference for a Youth Volunteer of the Year Award be drafted for Council’s Consideration;
    3. An area dedicated to youth is integrated into the design of a new multi-use recreation facility to act as an inclusive space for fostering creativity, problem solving and community building for Council Consideration.
  • Recommendation:

    That motion 494-2019 be amended to add "for Council consideration" at the end of paragraph 3, "An area dedicated to youth is integrated into the design of a new multi-use recreation facility to act as an inclusive space for fostering creativity, problem solving and community building".

  • Recommendation:

    That South Huron Council defer paragraph 4 "A marketing campaign targeting youth is created that highlights local employers and the opportunities they offer along with the skills they are seeking".

  • Recommendation:

    That South Huron Council receives the report by S. Currie, Manager of Community Services, re Hotel Feasibility Study Results for information purposes only.

  • Recommendation:

    That South Huron Council receive the report from D. Giberson, Director of Infrastructure and Development re Tender Results for Supply of Acoustic Sewer Assessment Device; and,

    That South Huron Council accept the tender received from the low bidder FST Canada Inc. o/a Joe Johnson Equipment and authorize award of a contract for the supply of Acoustic Sewer Assessment Device in the amount of $33,812.80 (plus HST).

  • Recommendation:

    That South Huron Council receive the report from D. Giberson, Director of Infrastructure and Development re Tender Results for Huron Park Water Tower Rechlorination System; and,

    That South Huron Council accept the tender received from the low bidder Straightline Group Inc. and authorize award of a contract for the Huron Park Water Tower Rechlorination System in the amount of $64,500.00 (plus HST).

  • Recommendation:

    That South Huron Council receive the report from D. Giberson, Director of Infrastructure and Development re 2019 Request for Proposals for the Provision of Professional Hydrogeological Services to support a Stage 3 Expansion of the South Huron Landfill; and,

    That South Huron Council accepts the proposal received from Golder Associates Ltd. and authorizes the award of a professional services contract to Golder Associates Ltd. for Hydrogeological Services to support a Stage 3 Expansion of the South Huron Landfill in the amount of $115,291.00 (plus HST).

  • Recommendation:

    That South Huron Council amend motion 413-2019, a motion previously adopted to delete "Discontinuation of winter burials from November 15 - April 15" and insert "Continuation of winter burials".

  • Recommendation:

    That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services/Clerk re Winter Burials Follow Up Report for information only.

  • Recommendation:

    That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services/Clerk re Source Protection Committee Reduction; and, 

    That South Huron council endorses the appointment of Dave Frayne as Municipal Representative to the South West Grouping on the Ausable Bayfield Maitland Valley Source Protection Committee; and,

    That South Huron Appointment By-Law 17-2019 be amended to include the appointment.

  • Recommendation:

    That South Huron Council support the request from the Huron Domestic Assault Review Team and;

    That the flag at Town Hall be lowered to half-mast on December 6, 2019 to acknowledge the National Day of Remembrance and Action on Violence Against Women.

  • Recommendation:
    That South Huron Council hereby approve the temporary closure of roads for the route of the annual Legion Remembrance Parade to be held on Sunday November 10, 2019 beginning at 9:45 a.m. at the Legion, proceeding to the Cenotaph then to the Exeter United Church following the Cenotaph Ceremony; and

    That a wreath be purchased for the cenotaph ceremony at a cost of $50.00; and

    That South Huron Council purchase a wreath for the Grand Bend Cenotaph Ceremony.

  • Recommendation:

    That South Huron Council amend motion # 506-2019 to add " and That South Huron Council purchase a wreath for the Grand Bend Cenotaph Ceremony.

  • Recommendation:

    That South Huron Council approve the request from Noahs Ark & The Community Table and waive the facility fees for the steering committee for homelessness in South Huron event.

  • Recommendation:

    That South Huron Council receive communication items not otherwise dealt with.

3rd and Final Reading

  • Recommendation:

    That the South Huron Council gives third and final reading to By-Law #67-2019, being a by-law to provide for the Tomlinson Municipal Drain 2019 in the Municipality of South Huron.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #77-2019, being a by-law to confirm matters addressed at the October 7, 2019 Council meeting.

  • Recommendation:

    That South Huron Council hereby adjourns at 8:18 p.m., to meet again on October 21, 2019 at 6:00 p.m. or at the Call of the Chair.
