Welcome & O Canada & Land Acknowledgment 

Addition of Items: Staff Reports 7.2.1, 7.2.2, 7.4.4, 7.4.5 and 7.4.6

  • Recommendation:

    That South Huron Council approves the Agenda as amended.

  • Recommendation:

    That South Huron Council receives the delegation re Ausable Bayfield Conservation Authority draft 2022 budget and 5 year forecast as presented by Brian Horner.

  • Recommendation:

    That South Huron Council adopts the minutes of the Regular Council Meeting of November 15, 2021, as printed and circulated.

  • Recommendation:

    That the minutes of the Committee of the Whole November 10, 2021 be received as presented to Council; and

    That South Huron Council receives the recommendations from the Committee of the Whole as follows:

    • to move towards or permanently close the Huron Park (Fire) Station; and,
    • that a Fire Service Sub-Committee be established to work with the Fire Chief and that a terms of reference be established to assess and identify options and how best to treat each priority risk and the resources needed and make recommendations.
  • Recommendation:

    That the minutes of the following committees and/or boards be received as presented to Council:

    •  Committee of the Whole - Budget minutes of  November 22, 2021
    • Upper Thames River Conservation Authority - Agenda Package of November 23, 2021
  • Recommendation:

    That South Huron Council receives the Grand Bend and Area Joint Sewage Board November 25, 2021 Agenda package and 2022 final budget; and

    That South Huron Council approves the Grand Bend and Area Joint Sewage Board 2022 Budget as presented and circulated.

  • Recommendation:

    That South Huron Council receives the report of V. Culbert, Planning Coordinator and R. Msuya-Collison, Clerk/Director of Legislative Services re 2022-2026 Planning Fees; and

    That South Huron Council authorize the Fees and Charges By-law #34-2015 be amended to increase the current 2022-2026 Planning Fees effective January 1, 2022; and

    That the necessary by-law be forwarded to Council for the required three readings.

  • Recommendation:

    That South Huron Council receive the report re Buckingham Estates Development – Road Naming By-law; and

    That Council approve the road names for the Buckingham Estates Developments in Exeter be named Triebner Street, Greene Street, Strang Street and Church Street; and

    That the necessary by-law be forwarded to Council for the required three readings.

  • Recommendation:

    That the report of J. Becker, Director of Fire and Community Services regarding the Fire Services Committee Terms of Reference be received; and

    That the Fire Services Committee Terms of Reference be approved

    That South Huron Council appoint the following members to the Fire Services Committee to ensure representation from the three wards:

  • Recommendation:

    That Council receives the report of Jeremy Becker, Director of Fire & Community Services regarding the Outdoor Pool Program and Next Steps; and

    That this item be added to the upcoming Joint Council meeting with Perth South.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development and Shawn Young, Manager of Environmental Services RE: Tender Results for Landfill Security Upgrades.

  • Recommendation:

    That South Huron Council receives the report from Don Giberson, Director of infrastructure and Development and Shawn Young, Manager of Environmental Services Re: Results of Annual DWQMS Annual Management Review.

  • Recommendation:

    That South Huron Council receives the report from Don Giberson, Director of infrastructure and Development and Shawn Young, Manager of Environmental Services Re: Results of 2021 DWQMS Internal Audit.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development and Shawn Young, Manager of Environmental Services RE: Ministry of the Environment, Conservation and Parks 2021 Inspection Report South Huron Water Distribution System.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development re: Tender for Lease of Surplus Farmland at Weber Pit and closed Stephen Landfill Site; AND

    That South Huron Council accept the tender received from the high bidder, Ryan Van Mittenburg, in the amount of $420.00 per acre (plus HST) and authorize the Mayor and Clerk to execute a farmland lease agreement for 44 acres of surplus farmable land at the Weber Pit property; AND

    That South Huron Council accept the tender received from the high bidder, Limerick Acres 2015 Ltd, in the amount of $455.00 per acre (plus HST) and authorize the Mayor and Clerk to execute a farmland lease agreement for 17 acres of surplus farmable land at the closed Stephen Landfill Site property.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development and Shane Timmermans, Manager of Transportation Services RE: Traffic Calming Pilot Project on Huron Street West.

    That South Huron Council delay the commencement of the traffic calming pilot project on Huron Street West until April 1, 2022 and continue the pilot project until October 1, 2022.

  • Recommendation:

    That South Huron Council Receives the report from S. Becker, Director Financial Services/Treasurer re: 2021 Carry Over Projects;

    And that South Huron Council authorizes that the following list of 2021 approved projects be carried forward to the 2022 fiscal year for completion and that the balance of the 2021 budget allowances for each of the respective projects be carried forward to the 2022 fiscal year;

    1. Overhead door replacement – Exeter Fire Station
    2. Boiler & Roof replacement – Huron Park Fire Station
    3. Port Blake Revitalization
    4. SHRC Tennis Courts
    5. Roof replacement – Lawn Bowling
    6. Centralia Community Centre Demolition

    8. Exeter Pool Seating and Shade
    9. Employee group evaluation, pay equity and compensation review

    11. Parr Line Resurfacing-County Rd 83 to Crediton Rd

    14. Water and Wastewater Master Plan
    15. SCADA System Upgrades – Phase 2
    16. Sewage Lagoon Filter Building (engineering)
    17. Sewage Lagoon UV Disinfection System
    18. Huron Park Sewage Pumping Station Upgrades (engineering)
    19. Grand Bend Sewer Trunk Phase 1-PS2 to Indian Rd
    20. Landfill Site Security Improvements

       

  • Recommendation:

    That South Huron Council receives the report from J. Roberts, Deputy Treasurer and S. Becker, Director of Financial Services/Treasurer regarding the RFP Results – External Audit Services; and

    That South Huron Council appoints Seebach & Company as external auditors for the Municipality of South Huron for the years 2022 to 2026.

  • Recommendation:

    That South Huron Council receives the report from J. Finkbeiner, Human Resources Officer regarding the RFP Results: Employee Group, Evaluation, Pay Equity and Compensation Review; and

    That South Huron Councial accepts the proposal of Pesce & Associates: Human Resources Consultants for the delivery for an Employee Group, Evaluation, Pay Equity and Compensation Review in the amount of $40,600.00 plus HST.

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated December 6, 2021 regarding a surplus property in Perth South jointly owned by South Huron and Perth South be received; and

    That this topic be added to the agenda of the upcoming Joint Municipal Council meeting.

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated December 6, 2021 regarding the need for an updated agreement between South Huron and Perth South regarding the Kirkton-Woodham Community Centre be received; and

    That Council approve the framework of a revised legal agreement to be solely between the two municipalities; and

    That the role of KWCC Hall Board be defined through agreed upon Terms of Reference; and

    That the Council representatives from both municipalities work with Staff in the development of the aforementioned Terms of Reference and revised Legal Agreement; and

    That this topic be added to the agenda of the upcoming Joint Municipal Council meeting.

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated December 6, 2021 regarding the need for an updated agreement between South Huron and Perth South regarding te Kirkton-Woodham Pool be received; and

  • Recommendation:

    That the South Huron Council gives third and final reading to By-Law #72-2021, being a by-law to amend By-Law # 69-2018 of the Municipality of South Huron for lands described as Part Lots 2-4, Lake Road East Concession, Stephen Ward, Municipality of South Huron.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #82-2021, being a By-law to establish the Fees for services for the Exeter Public Cemetery.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #83-2021, being a by-law to confirm matters addressed at the December 6, 2021 Council meeting.

  • Recommendation:

    That South Huron Council hereby adjourns at ______ p.m., to meet again on December 15, 2021 at 6:00 p.m. or at the Call of the Chair.
