    That South Huron Council adjourn at        p.m. for the purpose of a Public Meeting pursuant to the Planning Act for proposed zoning amendments.

  • Recommendation:

    That South Huron Council approves the Agenda as amended.

Audited Financial Statements attached to Item 10.4.1

  • Recommendation:

    That South Huron Council receives the review of the 2018 Audited Financial Statements as presented by Paul Seebach, Vodden, Bender and Seebach, LLP

  • Recommendation:

    That South Huron Council receives the delegation as presented from the Exeter and District Heritage Foundation by Joanne Bowen.

  • Recommendation:

    That South Huron Council receives the delegation as prepared and presented by Mr. W. Dietrich, P. Eng.; and,

    That South Huron Council authorizes staff to initiate the tender process following the Court of Revision and expiry of any applicable appeal periods , if required, for the new drainage systems known as Tomlinson Municipal Drain 2019.

  • Recommendation:

    That the minutes of the following committees and/or boards be received as presented to Council:

    • Exeter Rodeo Committee - Minutes from July 16, 2019 Meeting & draft Minutes from August 6, 2019 Meeting; and,
    • Bluewater Recycling Association - Highlights from July 18, 2019 Meeting; and,
    • Special Purpose Committee - Community Grants - Meeting notes from August 7, 2019 Meeting.

  • Recommendation:

    That South Huron Council receives the report titled “Youth Engagement Strategy Update” for information.

  • Recommendation:

    That South Huron Council receives the report from D. Giberson, Director of infrastructure and Development re DWQMS Annual Management Review and selects _________________ as the Council representative to participate in this review.

  • Recommendation:

    That South Huron Council receives the report from D. Giberson, Director of infrastructure and Development re Grand Bend Trunk Sanitary Sewer – Project Update.

  • Recommendation:

    That South Huron Council receive the report from D. Giberson, Director of Infrastructure and Development re Engineering Services for Snider Crescent Sewage Pumping Station rebuild; and,

    That South Huron Council accepts the proposal received from GMBluePlan Engineering Limited and authorizes the award of a professional services contract to GMBluePlan Engineering Limited for the design, approvals and tender preparation for the Snider Crescent Sewage Pumping Station rebuild in the amount of $72,005.60 plus HST.

  • Recommendation:

    That South Huron Council receives the report from S. Becker, Director of Financial Services/Treasurer re 2018 Audited Financial Statements; and,

    That South Huron Council adopts the Audited Financial Statements as presented by Paul Seebach, Seebach & Company LLP.

  • Recommendation:

    That South Huron Council receives the report from S. Becker, Director of Financial Services/Treasurer re 2020 Budget Process and Schedule; and,

    That South Huron Council endorse, in principle the 2020 Budget guiding principles as outlined in this report; and,

    That South Huron Council approves the 2020 Schedule as presented.

  • Recommendation:

    That South Huron Council receives the report from S.Becker, Director of Financial Services re 2019 Capital Progress Report – July 2019 for information only.

  • Recommendation:

    That South Huron Council receives the report of R. Anstett, Human Resources Coordinator re Selection Panel and Committee Recruitment; and,

    That South Huron Council appoint one (1) elected official to sit on the Climate Change Adaptation Advisory Committee as follows:

    That South Huron Council appoint two (2) elected officials to sit on the selection panel for recruitment of public members to the Climate Change Adaptation Advisory Committee as follows:

    That South Huron Council approve the South Huron Selection Committee to accept applications and select candidates from outside of the Municipality of South Huron if qualified candidates are not found within the Municipality; and

    That South Huron Council appoint one (1) elected official to sit on the Age Friendly Community Steering Committee as follows:

    That South Huron Council appoint two (2) elected officials to sit on the selection panel for recruitment of public members to the Age Friendly Community Steering Committee as follows:

  • Recommendation:

    That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services/Clerk re Exeter Public Cemetery Update; and,

    That Council authorize the following changes on a go forward basis:

    • Contracting out of opening and closing for full burials
    • Discontinuation of winter burials from November 15-April 15
  • Recommendation:

    That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services/Clerk re Renewal of Land Lease Agreement with South Huron Automotive; and

    That South Huron Council approves the draft extension Land Lease Agreement; and

    That Council authorize the Mayor and Clerk to execute the renewal agreement between the Municipality and South Huron Automotive with an option to extend for one successive five year period.

  • Recommendation:

    That the report of submitted by D. Best, Chief Administrative Officer dated August 12, 2019  regarding the Park Use Policy Requirement be received.

  • Recommendation:

    That the memo of D. Best, Chief Administrative Officer dated August 12, 2019 regarding Transportation Issues Follow-up be received; and

    That no action be taken at this time regarding the concerns submitted respecting Morrison Line; and

    That no action be taken with respect to the request regarding steet lights and solar powered flashing stop signs at the intersection of Airport Line and Huron Street

  • Recommendation:

    That South Huron Council receive communication items not otherwise dealt with.

  • Recommendation:

    That South Huron Council approves a a minimum 1.25 parking spaces for Section 3f of the By-Law; and

    That the South Huron Council gives third and final reading to By-Law #55-2019, being a By-law to amend By-Law #69-2018, being the Zoning By-Law for the Municipality of South Huron for lands known as Part of Lot 15, Concession 1, former Usborne Ward, with Right of Way (ROW), Municipality of South Huron.

    That the South Huron Council gives first, second and third and final reading to By-Law #60-2019, being a By-law to amend By-Law 73-2007, as amended, being a By-Law to regulate the use and erection of Signs and other advertising devices within the Municipality of South Huron

    That the South Huron Council gives first, second and third and final reading to By-Law #61-2019, being a by-law to establish a Climate Change Advisory Committee and Terms of Reference.

    That the South Huron Council gives first, second and third and final reading to By-Law #62-2019, being a By-law to authorize certain new capital works of the Corporation of the Municipality of South Huron (“The Municipality”); to authorize the submission of an application to Ontario Infrastructure and Lands Corporation (“OILC”) for financing such capital works; to authorize temporary borrowing from OILC to meet expenditures in connection with such works; and to authorize long term borrowing for such works through the issue of debentures to OILC.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #63-2019, being a By-law to authorize the Mayor and Clerk to execute a Land Lease Agreement between The Corporation of the Municipality of South Huron and South Huron Automotive.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #64-2019, being a By-law to amend By-Law #69-2018, being the Zoning By-Law for the Municipality of South Huron for lands known as Plan 376 Lot 1303, PT Lot 1302, as RP 22R799 Part 5 to Part 8 subject to ROW; Plan 376 Lot 1337 PT Lot, 1338 as RP 22R799 Part 15, Part 16 Subject to ROW; Plan 376 PT Lot 1338 as RP, 22R 799 Part 13, 14 subject to ROW; Plan 376 PT Lot 1339 as RP, 22R799 Part 11 Part 12 subject to ROW; Plan 376 Lot 1340 PT Lot, 1339 as RP 22R799 Part 9, Part 10 subject to ROW, Exeter Ward, Municipality of South Huron.

    That the South Huron Council gives first, second and third and final reading to By-Law #65-2019, being a By-law to amend By-Law #69-2018, being the Zoning By-Law for the Municipality of South Huron for lands known as Plan 130 Lot 56, Stephen Ward, Municipality of South Huron.
