  • Recommendation:

    That South Huron Council approves the Agenda as presented.

  • Recommendation:

    That South Huron Council receives the delegation regarding Service Cuts to Youth Programming as presented by Maureen Cole.

  • Recommendation:

    That South Huron Council receives the delegation on Community Services Planning - Invest in our Approach of Community Based Community Driven as presented by Dawn Rasenberg.

  • Recommendation:

    That the agendas, minutes and reports of the following committees and/or boards be received as presented to Council:

    • Exeter B.I.A. - January 11, 2021 Meeting Agenda
    • Police Services Board - January 12, 2021 Minutes and January report

     

  • Recommendation:

    That South Huron Council receives the minutes of the South Huron Committee of the Whole meeting of January 25, 2021 as printed and circulated.

  • Recommendation:

    That South Huron Council accept the recommendation of the Committee of the Whole to proceed with the demolition of building (Centralia Community Centre) and improving some of the existing amenities with respect to washrooms and electrical at the pavilion and for staff to bring back a report on the costs.

  • Recommendation:

    That South Huron Committee of the Whole recommend to Council that staff be directed to contact the Council of Perth South to set up a joint meeting with South Huron Council to discuss shared facilities and administration of joint facilities and path forward.

  • Recommendation:

    That South Huron Committee of the Whole recommend to Council that staff be directed to contact the Council of Bluewater to set up a joint meeting with South Huron Council to discuss shared facilities and administration of joint facilities and path forward.

  • Recommendation:

    That South Huron Council accept the recommendation of the Committee of the Whole to close the Stephen arena at the end of the 2021 season.

  • Recommendation:

    That South Huron Council accept the recommendation of the Committee of the Whole that a report with parameters to consider with respect to heritage designation on Stephen arena be brought forward to Council. 

  • Recommendation:

    That South Huron Council accept the recommendation to set up a Committee of the Whole for a direction moving forward.

  • Recommendation:

    That South Huron Council receives the report from D. McNab, Chief Building Official re: Quarterly Building Activity Report (Q4) and the Building Activity Report completed to the end of December 2020 for information only.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development and Shawn Young, Manager of Environmental Services RE: 2020 Drinking Water System Annual Compliance Report to the Ministry of the Environment, Conservation and Parks.

  • Recommendation:

    That South Huron Council receive the report from Don Giberson, Director of Infrastructure and Development and Shawn Young, Manager of Environmental Services RE: Results of the 2020 DWQMS System Audit by NSF-ISR International

  • Recommendation:

    That South Huron Council receives the report from S. Becker, Director of Financial Services and J. Roberts, Deputy Treasurer re: 2020 Statement of Remuneration and Expenses.

  • Recommendation:

    That South Huron Council receives the report from S. Becker, Director of Financial Services, re: 2020 Annual Report on Lease Financing Agreements.

  • Recommendation:

    That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services/Clerk Re: Cemetery Master Plan Stakeholder Interviews and selects _____________________ as the Council representative to participate in this interview.

Delegation from February 01, 2021 meeting

  1. Citizens Concerned About Development of the Golf Course in Grand Bend - M. Siren
  • Recommendation:

    Whereas the Council undertook a Condition Assessment of existing recreation facility inventory, a Community Recreation Facility Needs Assessment and updated the 2009 Recreation Master Plan in 2019;and  

    Whereas Council has spent considerable time, effort and resources examining various scenarios to consider a facility that the municipality can financially afford and be able to meet overall objectives for all recreation users in the community; and

    Whereas we have not heard back from the Ontario Government regarding our application submitted under the Investing in Canada Infrastructure Program – Community Culture and Recreation Stream (ICIP-CCR) submitted in accordance with program requirements in November 2019 as per Council Resolutions 480-2019 – 493-2019 inclusive;

    Now therefore be it resolved that Council move forward with renovating the existing South Huron Recreation Centre with a focus on the following components:

    That if we have not heard back from the Provincial Government by February 28, 2021 regarding the status of our application under the Investing in Canada Infrastructure Program – Community Culture and Recreation Stream (ICIP-CCR) that Resolutions 480-2019 – 493-2019 be repealed; and

    The following renovation take place at the South Huron Recreation Centre beginning as soon as possible in 2021:

    • Replacing 6 new dressing rooms (1000 sq. ft each);
    • Officials Room and Storage Room (1000 sq. ft. each);
    • Replace Dasher Board system and if possible convert the arena floor to 200feet x 85 feet;
    • AODA improvements to the existing washroom and provision of a LUL Lift
    • Arena Floor, Piping be replaced;
    • Epoxy on Roof – 10 year life extension and incorporated as part of regular maintenance;
    • LED Lighting Upgrades
    • Industrial Kitchen renovations
    • Addition of a Single Gymnasium with walking track (Design Build) which would include
      • moveable divider wall
      • 2 dressing rooms
      • Bleachers Pull-out
      • Raised Walking Track; and

    That the CAO be empowered prepare a building program report with costings, timeline; resource needs and construction schedule within 30 days of Council approval of this motion; and

    That prior to Council authorization, this Notice of Motion be forwarded to the February 16, 2021 Council meeting with a recommendation to be placed on the February 22, 2021 Committee of the Whole for discussion

  • Recommendation:

    Whereas the Council undertook a Condition Assessment of existing recreation facility inventory, a Community Recreation Facility Needs Assessment and updated the 2009 Recreation Master Plan in 2019;and  

     

    Whereas Council has spent considerable time, effort and resources examining various scenarios to consider a facility that the municipality can financially afford and be able to meet overall objectives for all recreation users in the community; and

    That the Stephen Arena located at Huron Park remain open until one of the following occurs:

    1. Renovations as approved by the current Council occur at the South Huron Recreation Centre; or
    2. A catastrophic or health and safety failure at the facility;

    That no further capital contributions be made at the Stephen Arena to extend the life of the facility; and

    That no operational expenditures occur at the Stephen Arena that exceed $25,000 without prior Council authorization;


    That the CAO is directed to proceed with an appraisal of the Stephen Arena;

    That an Expression of Interest if an incorporated entity (private or non-profit) wishes to operate the Stephen Arena be developed that would do the following:

    • the transfer of ownership of the Stephen Arena for the sole purposes of management of a recreation facility including an ice surface; and

    That any agreement  would require that if the facility was to no longer operate as a recreation centre with an ice surface, that unless otherwise approved by Council,  the facility would be transferred back to the Municipality, declared surplus and subject to the South Huron established procedures governing the sale of real property.

  • Recommendation:

    That South Huron Council receive communication items not otherwise dealt with.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #08-2021, being a by-law to enter into a Natural Gas Agreement with the Local Authority Services (LAS) to provide Professional Services regarding Price Hedging Options for Natural Gas and to Act as the Municipality's Agent

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #09-2021, being a by-law to adopt the Procurement of Goods and Services Police for the Corporation of the Municipality of South Huron

  • Recommendation:

    That South Huron Council give first, second and third and final reading to By-Law #10-2021, being a by-law to amend By-Law #95-2019 to provide for collection of actual costs for construction of the Parsons Municipal Drain 2019.

  • Recommendation:

    That the South Huron Council gives first, second and third and final reading to By-Law #11-2021, being a by-law to confirm matters addressed at the February 16, 2021 Regular Council meeting.

  • Recommendation:

    That South Huron Council hereby adjourns at ______ p.m., to meet again on March 01, 2021 at 6:00 p.m. or at the Call of the Chair.
