• Recommendation:

  That South Huron Council receives the report from Dwayne McNab, Chief Building Official regarding Q3: Building Activity Report from July – September 2020 for information only.

R. Msuya-Collison, Director of Legislative Services/Clerk - Cemetery Master Plan RFP

• Recommendation:

  That South Huron Council receives the report from R. Msuya-Collison, Director of Legislative Services re: Cemetery Master Plan RFP; and

  That South Huron Council authorizes the award of the Cemetery Master Plan to Hilton Landmarks (A Division of GSP Group).

D. Best, Chief Administrative Officer/Deputy Clerk - Whalen Line Update #2

• Recommendation:

  That the memo from D. Best, Chief Administrative Officer dated November 2, 2020 regarding the Whalen Line Update be received; and

  That the Boundary Agreement between the Municipality of South Huron and the County of Middlesex be approved; and

  That the necessary by-law be forwarded to South Huron Council for the required three readings; and

  That By-law 32-2001 “Being a By-law to authorize and adopt a boundary road agreement between the Municipality of South Huron and the Township of Lucan-Biddulph for Whalen Line be repealed

D. Best, Chief Administrative Officer/Deputy Clerk - McConnell Street Road Closure

• Recommendation:

  That the report of D. Best, Chief Administrative Officer dated November 2, 2020 regarding a request to close McConnell Street for construction purposes be received; and

  That Council authorize the closure of McConnell Street as presented as an attachment to this report; and

  That Staff be authorized to amend/adjust the closing of McConnell Street and preparation for construction of Walper Street and McConnell Street as required; and

  That a Development Agreement be entered into with West Market Inc. respecting the closure of McConnell Street and the preparation for construction of Walper Street and MConnell Street.

• Recommendation:

  That the South Huron Council gives first, second and third and final reading to By-Law #64-2020, being a By-Law to enter into a Boundary Road Agreement between the Corporation of the Municipality of South Huron and the Corporation of the County of Middlesex. (Whalen Line)
