Welcome, O Canada & Land Acknowledgment

  • Recommendation:

    That South Huron Council approves the Agenda as presented.

  • Recommendation:

    That South Huron Council receives the presentation regarding the Water and Wastewater Master Plan, as presented by Mark Zamojc of GEI Consultants Ltd.

  • Recommendation:

    That South Huron Council adopts the minutes of the Regular Council Meeting of January 13, 2025, as printed and circulated.

  • Recommendation:

    That the minutes, agenda packages and correspondence of the following committees and/or boards be received as presented to Council: 

    • Exeter Business Improvement Area - Minutes of November 28, 2024
    • Grand Bend Area Joint Sewage Board - Minutes of December 12, 2024
    • Huron OPP Detachment Board Meeting - Minutes of December 17, 2024 and OPP Report
    • Upper Thames River Conservation Authority 
      • Board of Directions - Draft Minutes of November 24, 2024 and Agenda Package of January 28, 2025
      • Hearing Committee - Draft Minutes of November 24, 2024 and Agenda Package of January 28, 2025
  • Recommendation:

    That South Huron Council receives the Centralia Community Park Advisory Committee Draft Minutes of January 21, 2025; and
     

    That South Huron Council approves the recommendations of the Centralia Community Park Advisory Committee as follows:

    • That the remaining funds be allocated for the following amenities:

      1. Accessible pathway to the playground/pavilion (to be reviewed by the Huron County Accessibility Advisory Committee); 
      2. Accessible swing; and 
      3. Accessible picnic table; and 
    • That water hookup for the Centralia Community Dog Park be prioritized in future budget discussions; and

    That Council confirms the Centralia Park Advisory Committee has met its mandate as set out in its Terms of Reference.

  • Recommendation:

    That South Huron Council receives the Community and Volunteer Appreciation Committee Draft Minutes of January 23, 2025; and 
    That South Huron Council approves the recommendations of the Community and Volunteer Appreciation Committee as follows:

    • That the rental fee for the South Huron Recreation Centre be waived for the Volunteer Recognition event on April 23, 2025, hosted by West Coast Active Living, if a charity status is not obtained prior to April 23, 2025; and
    • That an invitation be extended for the volunteer recognition event to 74 municipal volunteers (Committee members and volunteer firefighters), with South Huron sponsoring the recommended $15 per attendee, up to a maximum of total sponsorship of $1110.00; and
    • That the volunteer appreciation event be promoted across all municipal communication channels. 
  • Recommendation:

    That South Huron Council receives Staff Report BPS02-2025 Amendment to the Development Charges By-Law, for approval; and
    That the By-Law be brought back for the required three readings.

  • Recommendation:

    That South Huron Council receives Staff Report Fire 01-2025 Fire Department Q4 Activity Report.

  • Recommendation:

    That South Huron Council receives Staff Report FIRE-02-2025 Fire Service Ladder Agreement with Lucan Biddulph; and
    That Council approve the Ladder Service Agreement the Lucan Biddulph; and
    That the By-Law be brought back for the required three readings.

  • Recommendation:

    That South Huron Council receives Staff Report ESD-01-2025 - 2024 Drinking Water System Annual Compliance Report to the Ministry of the Environment, Conservation and Parks, for information

  • Recommendation:

    That South Huron Council receive Staff Report ESD02–2025 - Mandatory reporting of 2024 Commercial and Industrial water consumption information to the Ministry of Environment Conservation and Parks.

  • Recommendation:

    That South Huron Council receives Staff Report CAO-02-2025 – Council Strategic Priorities 2024 Year End Review be received; and
    That South Huron Council set a workshop to review, validate and workplan Council priorities.

Discussion items: Asset Management Levels of Service

  • Recommendation:

    That South Huron Council set a Committee of the Whole for the following: 

    • Monday, March 31, 2025 at 4:00 p.m.
    • Monday, April 14, 2025 at 4:00 p.m. (if needed) 
  • Recommendation:

    That South Huron Council proceeds in Closed Session at ____ p.m. for the purpose of addressing the following in accordance with subsection 239(2)(c)(e) and (f) of the Municipal Act

    1. litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board, and advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and
    2. a proposed or pending acquisition or disposition of land by the municipality or local board; and

    That the following people remain in attendance for item 1 - CAO, Clerk, Director of Building/Planning Services/CBO, and Municipal Solicitor Ed Veldboom; and for item 2 - CAO and Clerk.

  • Recommendation:

    That the South Huron Council gives first, second, third and final reading to By-Law #07-2025, being a by-law to amend By-Law #48-2024 to provide for collection of actual costs for construction of the Brock-Hern Municipal Drain 2024. 

  • Recommendation:

    That South Huron Council gives first, second and third and final reading to By-Law#08-2025, being a By-Law to amend By-Law #13-2024 to provide for collection of actual costs for construction of the Ford Municipal Drain 2024. 

  • Recommendation:

    That South Huron Council gives first, second and third and final reading to By-Law#09-2025, being a By-Law to provide for Interim Tax Levies for the year 2025.

  • Recommendation:

    That South Huron Council gives first, second and third and final reading to By-Law#10-2025, being a By-Law to authorize the execution of a Licence Agreement between the Corporation of the Municipality of South Huron and Eric Roy Campbell and Elizabeth Elaine Campbell.

    That South Huron Council gives first, second and third and final reading to By-Law#11-2025, being a By-Law to Amend By-Law #52-2022 to Appoint Municipal Law Enforcement Officers and Property Standards Officers for the Municipality of South Huron.

    That South Huron Council gives first, second and third and final reading to By-Law#12-2025, being a By-Law to adopt a Private Cemetery Support Framework.

  • Recommendation:

    That the South Huron Council gives first, second, third and final reading to By-Law #13-2025, being a by-law to confirm matters addressed at the February 3, 2025 Council meeting.

  • Recommendation:
